The growth of hi-tech criminals and virus in 2008

Number of virus strain has dramatically rise five times over 2007 and doubled increased attacked computers reached 60 millions compared with 33 millions of 2007.According to BKIS 2008 survey, 33.137 new type of virus has appeared in Vietnam, 99.8 percent among them are exotic while number of domestic virus strain is 36.

After two silent years, IT crime set to resume in Vietnam, there have been instances of attacks such as P.A Vietnam company domain theft, Techcomback website hacking, DDos attack,… From source of IT Department, General Department of Technology, Ministry of Public Security (E15), serious security vulnerabilities are available in Vietnam. Meanwhile, cyber gangs have varied method, from malware via email to hacking based on website services. The number of hacking website is 161, in there external hacker accounted for 109 incidents. According to BKIS, several tens website has been attacked. 79% of organizations and enterprises reported by VNISA which have not make ready for coping with damages.

Hence, security solutions have being focused on during the agenda conference and exhibition of Security World 2009. International and Vietnamese leading experts and noted security solution providers will converge in this prestigious event. E15 representative will give out comprehensive outlook of security situation at the conference. There are also attendances of experts from Ministry of Finance, BKIS, commercial banks…who will share learning from the facts and figures.

Given warnings of security related to global trademarks such as, Microsoft, Asus or Toshiba...The fact indicates that Vietnamese experts have capability of security performance.

Vietnamese Bluemoon team won in CtF competition of security conference Hack In The Box (HITB) 2008 on late October in Kuala Lumpur (Malaysia). HITB CtF is the biggest event covered information security in Asia-Pacific and Middle East. This conference is sponsored by big vendors as Oracle, Microsoft, Intel, F-Secure... Meanwhile on Feb 19, 2009 researchers of Bkis proclaimed vulnerability of face-recognition technology of Asus, Lenovo and Toshiba at the prestigious Black Hat security convention in Washington DC.

That gives the signal for bright prospective of security industry in Vietnam with talent professional staff and potential market, even overseas market.

 

Government are increasingly enforcing laws and sanctions for security

Regulatory reforms and complement included legal terms related to hi-tech crime which will be approved and released by the National Assembly early 2010. Ministry of Justice and Ministry of Public Security (High-tech Crime Bureau - C15) have reformed and castigated these terms.

There are obvious definitions of spreading virus, fishing; cyber attack…At the highest level of punishment, these criminals could be sentenced to 12 year’s imprisonment. That is the legal frame for stern treatment for hackers. The action reflects growing concerns of government about this issue.

At the 3rd Security World in Hanoi on Mar 24, 25, a presentation of a representative from Department of IT industry, Ministry of Information and Communications will cover regulations, sanctions of information security infringement which is an emerging issue these days.

 

“Red Alert” for banking security in 2008

The above judgment was released by M.G Nguyen Viet The, Director, IT Department, General Department of Technology, Ministry of Public Security at Banking and Security 2008 in TP HCM.

Around 161 website were attacked from early this year, two thirds of hackers are foreigner. Exploiting unpatched vulnerabilities, cybercriminals destroyed several noted websites. Being broken into and left a warning message, Techcombank’s website is one of the most typical cases of current security incidents. Among 72 stock market websites are operating nationwide, 38% are found serious vulnerabilities of system and liable to occur attack anytime.
From last year security incidents, Techcombank and Vietinbank will share learning and practices of security strategy for banking transaction and online services.
Ministry of Public Security supposes that almost international prevalent online defrauds are available in Vietnam, such as: forum and email phishing, hi-tech card account trick. Once it lacks of vigilance, ATM accounts are also easily theft by various ways such as organizations, oversea enterprises offer to purchase, borrow money, win raffle…

 

Compulsory criteria for electronic trade

Digital certification and authentication are matters of controversy in Vietnam these days; they are regarded as key factors to successfully implement electronic trade. Recently, it’s demerit of security system caused by increasing financial fraud cases. Law of Electronic Transaction, 26/2007/NĐ-CP statute defines in detail laws of electronic transaction for digital signatures and authentication, 27/2007/NĐ-CP electronic transaction for finance. That is an initial step for electronic trade development in Vietnam. On Dec 31, 2008 Ministry of Information and Communication prescribed 6 criteria for electronic trade which have been updated, reformed and completed.

Electronic signatures and digital authentication will be discussed at a technical session of conference and a sector of exhibition of Security World 2009.
